By the time presidential nominees Hillary Clinton and Donald Trump take to the stage Sunday night for their second debate, not only will some voters in a string of states have cast their ballots already — it will be too late for people in four of them to change their addresses or register to vote at all.
The Supreme Court decision in Shelby County v. Holder three years ago invalidated a crucial component of the Voting Rights Act of 1965. Since then, several states have passed restrictive voting laws — although a few have been hit with high-profile court rulings keeping some of those laws from taking effect.
