Political dynamics change as Emanuel, Garcia move into runoff campaign

*I love that Chicago’s mayoral candidate goes by “Chuy.” I really like that he cornered Mayor Rahm Emanuel into a run-off. And I like how this election in Chicago positions a Latino politician as a leader of a diverse constituency. VL

In the sometimes quirky and symbolic math of politics, Mayor Rahm Emanuel lost the expectations game Tuesday, even though he captured more votes in a re-election bid than any of the four rivals hoping to unseat him.
The mayor’s tally was not enough, however, to avoid a humbling April 7 runoff.
Emanuel still holds significant advantages — particularly in fundraising and the messaging control that money can buy — as he heads into phase two of the campaign, a one-on-one matchup with Cook County Commissioner Jesus “Chuy” Garcia.
